Problems with FTP from behind firewall

I am attempting to ftp from a WIN98 machine behind a firewall and get this strange message:
 
C:\WINDOWS\Desktop>ftp -i 144.134.50.14
Connected to 144.134.50.14.
220 indev1 FTP server (Version 1.7.212.1 Thu May  9 21:10:27 GMT 1996) ready.
User (144.134.50.14:(none)): pgrogan
331 Password required for pgrogan.
Password:
230 User pgrogan logged in.
ftp> ls
500 You've GOT to be joking.
425 Can't build data connection: Connection refused.
ftp>
I suspect it is due to some authentication being performed at the far end on the source IP address.
 
Any ideas?
