sounds like the account mailbox is locked by another process.  I've seen 
this with ipop3d left hanging for several minutes, or in fact the user *is* 
reading their mail at another location, either on purpose, running another 
client, or by proxy (un-authorized user, compromised account).

Darn.  Find the offending process, stop it, and the box should be open for use.
