I think it's a problem of your hardware. You use two NE2000 ISA Cards.
These cards are working well but need slow IO cylcles for transfers.
The maximum speed you can get there is 5 MBytes/s for all, cause the IO cycles
slow down each transfer. So this whould slow down the CPU to an effective
speed of an 486 or 386.
So if you want to have a good IO performace use only PCI Cards !
If you don't have enought slots install a small switch, but no ISA Cards.
