How about finding out who is responsible for the upper level in-addr.arpa
domain e.g if the ip was 193.212.93.12 then do
dig @a.root-servers.net 93.212.193.in-addr.arpa soa
then contact whoever is listed as the responsible person for that domain
it may be that someone has taken an ip they haven't yet assigned and is
using it without their knowledge.
