I can find it in dosemu-1.2.2-1.i386.rpm, but it's missing in 1.4.0-1.i386.rpm.

And if it's by design, is there a list of other dos commands that have been
removed or replaced for whatever reason?

loadhi isn't necessary anymore because the same functionality is
provided by command.com's internal lh (or loadhigh) command.

shsucdx is also gone (replaced by the "c" option of lredir).
