Can you work around the problem like this? make distclean ./configure --disable-builddir (and then "make" as usual"). If not, maybe "make -d" would show something useful, though I doubt it. I'd start with "strace -f make", which would at least show you whether it gets as far as trying to fork() and exec() /usr/bin/gcc.
