ANNOUNCE: module-init-tools 3.7-pre9 release

Here is the latest module-init-tools release, which will also likely
become version 3.8 unless there are any complaints.

Thanks to everyone for sending patches, git trees, and especially to
Alan Jenkins for the various helpful cleanups.

* Document and introduce new build process (build directory used)
* Split out some common functions into a "util" file
* Misc. cleanups, memory leak fixes, etc.
