[PATCH 05/10] mmc: sdhci-msm: Enable SDHCI_QUIRK_CAP_CLOCK_BASE_BROKEN

sdhc-msm controller needs this SDHCI_QUIRK_CAP_CLOCK_BASE_BROKEN
to be set. Hence setting it.
