[RFC PATCH 20/21] mmc: sdhci-s3c: remove SDHCI_QUIRK_BROKEN_CARD_DETECTION

This patch remove SDHCI_QUIRK_BROKEN_CARD_DETECTION and use
MMC_CAP_NEEDS_POLL to claim "broken-cd".
