It appears that the radeon driver is trying to allocate an order 4 page, with GFP flags of WAIT | IO | FS | COMP | ZERO | KMEMCG, and this fails despite there being plenty of 64k pages in the buddy list for both ZONE_DMA32 and ZONE_NORMAL.
