[PATCH 3/4] mm/mempolicy: Remove alloc_pages_mpol_noprof()

There are now no callers of either alloc_pages_mpol() or
alloc_pages_mpol_noprof(). Remove both functions, and fully
convert the body of folio_alloc_mpol_nprof() to use folios.
