[PATCH] cpu: Document clear_tasks_mm_cpumask()

This patch adds more comments on clear_tasks_mm_cpumask, plus adds
a runtime check: the function is only suitable for offlined CPUs,
and if called inappropriately, the kernel should scream aloud.
