Subject: arm64: mm: use IS_ENABLED(CONFIG_KEXEC_CORE) instead of #ifdef

Replace the conditional compilation using "#ifdef CONFIG_KEXEC_CORE" by a
check for "IS_ENABLED(CONFIG_KEXEC_CORE)", to simplify the code and
increase compile coverage.
