[PATCH] mm/memblock.c: quiet sparse noise

Quiet the following sparse noise in this file:

warning: function 'memblock_memory_can_coalesce' with external linkage has definition
warning: symbol 'memblock_overlaps_region' was not declared. Should it be static?
