[PATCH] kthread_worker: re-set CPU affinities if CPU come online

When someone CPU offlined, the 'kthread_worker' which bind this CPU,
will run anywhere, if this CPU online, recovery of 'kthread_worker'
affinity by cpuhp notifiers.
