Hmm, it would probably be cleaner to fully convert the isolation mode
into independent flags.  INACTIVE, ACTIVE, BOTH is currently a
tri-state among flags, which is a bit ugly.

		mode |= ISOLATE_UNMAPPED;
	if (!sc->may_writepage)
		mode |= ISOLATE_CLEAN;
