I am bad with kconfig simplest fix from my pov is adding
select MMU_NOTIFIER to HMM config as anyway anything that
will have HMM will need notifier.

config HMM
  bool
+ select MMU_NOTIFIER
  select MIGRATE_VMA_HELPER
