I was not aware of -Wmissing-prototypes

Why do you need CONFIG_HAVE_MEMBLOCK dependency?
mm/Makefile says
obj-$(CONFIG_HAVE_MEMBLOCK) += memblock.o

so we even do not compile this code for !HAVE_MEMBLOCK AFAICS.
