As that approach, we should check the task is linked into the list
whenever rss is changed atomically? and if it was not, we should add
it and remove the task from the list, atomically, too.

Whether we can tolerate the cost or not depends on how the problem
is severe/general.
With my personal opinion with reason you gave me, I want to add
ad-hoc sync places until it reveals it's really general/severe
problem. But not sure what others think.
