[PATCH v8 02/24] x86/mm: Define CONFIG_SPECULATIVE_PAGE_FAULT

Introduce CONFIG_SPECULATIVE_PAGE_FAULT which turns on the Speculative Page
Fault handler when building for 64bits with SMP.
