[PATCH] mm: swap: make pointer swap_avail_heads static

The pointer swap_avail_heads is local to the source and does not need
to be in global scope, so make it static.

Cleans up sparse warning:
mm/swapfile.c:88:19: warning: symbol 'swap_avail_heads' was not
declared. Should it be static?
