[PATCH 1/3] mm: hugetlbfs: move HUGETLBFS_I outside #ifdef CONFIG_HUGETLBFS

HUGETLBFS_I will be referenced (but not used) in code outside #ifdef
CONFIG_HUGETLBFS.  Move the definition to prevent compiler errors.
