[RFCv2,4/8] mm: vcm: VCM VMM driver added

This commit adds a VCM VMM driver that handles kernl virtual
address space mappings.  The VCM context is available as a static
object vcm_vmm.  It is mostly just a wrapper around vmap()
function.
