As userspace knows nothing about kernel config, this ifdefs will make prctl constants invisible to userspace. Let it be clean'n'simple: remove ifdefs. If kernel has CONFIG_CHECKPOINT_RESTORE disabled, sys_prctl() will return -EINVAL for those prctls.
