[PATCH] tmpfs: shmem_fallocate must return ERESTARTSYS

shmem_fallocate() is restartable, so it can return ERESTARTSYS if
signal_pending(). Although fallocate(2) manpage permits EINTR,
the more places use ERESTARTSYS the better.
