This is where the ZONE_CMA and ZONE_DEVICE efforts diverge.
ZONE_DEVICE is meant to enable DMA access to hundreds of gigagbytes of
persistent memory.  A 64-bit-only limitation for ZONE_DEVICE is
reasonable.
