[PATCH 06/17] MIPS: loongson32: Convert platform IRQ driver to DT

This patch enables Loongson-1 irqchip driver
by adding platform INTC device nodes.
And drop the legacy platform IRQ driver accordingly.

Based on previous patch by Jiaxun Yang.
