FWIW, I also tried Chrome 22 and Firefox 16 with kernel version 3.5.4 and 3.6.2 on Fedora 17 and everything worked as expected (with both an external and the built-in webcam of a T420). Cheese and arecord also work on all kernel versions and distributions I have tested so far. So whatever causes your trouble, I assume it's rather specific to your machine configuration and setup.
