Have you tried: restart, "modprobe -r saa7134", "modprobe saa7134 card=8", "dmesg | grep saa7134", and checked if the Terratec Cinergy 400 TV showed up correctly? If right, it should be Ok:

Thanks a lot for your help. The card is loaded OK. I tried it with the
card=8 parameter in a newly created file /etc/modprobe.d/saa7134.conf.

It seems to be loaded properly:

out-vga-2M-30sec.mpg

gives an I/O error while setting the framerate

[video4linux2,v4l2 @ 0x9bd440] ioctl set time per frame(1/30) failed
/dev/video0: Input/output error

While we have PAL here I tried

ffmpeg -t 30 -f video4linux2 -s vga -r 25 -b 2000k -i /dev/video0
out-vga-2M-30sec.mpg
