[PATCH] [ver 1.06] it913x-fe - correct tuner settings. Resend

Correct tuner settings for more accuracy. This now makes the tuner
 section more compatible with other versions of the IT913X
 series.

Version 2 chip

Patch sent last week appears to be mangled and marked superseded.
