Yes, but the current way it is done right now (e. g. the "standard" i2c gate control) is not fitting anymore. There are tons of cases where it is not covered, and several different implementations to work around it. On complex devices like cx231xx (that has 4 I2C buses, one of them with an internal switch inside the bridge chip), locking it at I2C level is not enough.
