[PATCH] Documentation: media: improve V4L2_CID_MIN_BUFFERS_FOR_*, doc

Clearly state that the V4L2_CID_MIN_BUFFERS_FOR_OUTPUT and
V4L2_CID_MIN_BUFFERS_FOR_CAPTURE controls are required for
stateful codecs.
