Generally speaking, I wouldn't fine-tune the UAPI based on the internal implementation of the driver. If the driver would benefit from knowing, without accessing the hardware, if a block is enabled or not, it could cache that information instead of relying on userspace to provide it. If we keep RKISP1_EXT_PARAMS_BLOCK_NO_CHANGE, I would expect the driver to not write hardware registers for a block that is currently disabled if it receives a NO_CHANGE parameters block.
