[PATCH v9 1/2] v4l2-utils: Add VIDIOC_REMOVE_BUFS ioctl

Add VIDIOC_REMOVE_BUFS ioctl and it associated structure.
Define V4L2_BUF_CAP_SUPPORTS_REMOVE_BUFS to signal that queue support
feature.
