The idea is that a system integrator should pick link frequencies that match their requirements, both in terms of bandwidth and in terms of EMC. As most devices have PLLs, the link frequencies can be chosen more or less freely within a range (or multiple ranges). It makes it really nice for drivers, as you don't have to deal with multi-byte access manually anymore.
