[PATCH] media: mediatek: vcodec: Skip non CBR bitrate mode

V4L2_MPEG_VIDEO_BITRATE_MODE_CBR is the only bitrate mode supported
by the mediatek driver. The other bitrates must be skipped in
QUERY_MENU.
