The first one is that all the code that was assuming we could possibly support more then 2 cores in the future falls here. The second is a bit bigger, doing 2 atomic_read() one after the other isn't atomic. I don't know the usual mechanism in the Linux kernel, and I'd appreciate if there is more "kernel style" suggestion here. Normally I would in solve this with an atomic counter. Whenever you reserve (select) a core, you decrease the usage counter. When you release a core, you increase the counter (and signal).
