[PATCH v3 3/6] media: v4l2_ctrl: Add V4L2_CTRL_WHICH_MIN/MAX_VAL

Added V4L2_CTRL_WHICH_MIN/MAX_VAL and basic support in v4l2-core.

Mostly reusing a previous attempt:
