[PATCH v2 4/4] drm/nvdla/uapi: Add UAPI of NVDLA driver

The NVIDIA Deep Learning Accelerator (NVDLA) is an open source IP
which is integrated into NVIDIA Jetson AGX Xavier,
so add UAPI of this driver.
