[RFC/PATCH v3 3/7] v4l: subdev: Merge v4l2_i2c_new_subdev_cfg and v4l2_i2c_new_subdev

v4l2_i2c_new_subdev_cfg is called by v4l2_i2c_new_subdev only. Merge the
two functions into v4l2_i2c_new_subdev.
