[PATCH] TT CT-3650 IR and CI support

Hi linux-media,

adding support for IR and CI on the TT CT-3650.
CI code was mainly copied from pctv452e (PCTV 452e DVB driver).
IR support is same as on TT-S1500 (and 452e).
