You mean

    items:
      - const: intrq1
      - const: intrq2
      - const: intrq3

?

If the first two might be exchanged, you can still fix the last one:

    items:
      - const: [ intrq1, intrq2 ]
      - const: [ intrq1, intrq2 ]
      - const: intrq3
