Not sure if I'm missing something, but V4L2_VP9_SIGN_BIAS_LAST, 
V4L2_VP9_SIGN_BIAS_GOLDEN and V4L2_VP9_SIGN_BIAS_ALT are defined in ordinary 
enum in patch 5, without any value, so they would have values 0, 1 and 2.

I guess you actually want (1 << 0), (1 << 1) and (1 << 2) in patch 5. Second 
and third flag still work by chance and first flag is always applied.
