Drivers should do one or the other, and I think they should transition
over time (at least new drivers should use the new mechanism).

And maybe they shouldn't ;-) If drivers change formats and selection
rectangles autonomously, then the existing API is racy as by the time
.get_fmt() returns the format may be stale already.
