For instance, syntax element log2_max_pic_order_cnt_lsb_minus4 is only present if pic_order_cnt_type==0. It's easy to set it to 0 in that case (although the spec doesn't specify any value). Similarly, chroma_format_idc, bit_depth_luma_minus8, bit_depth_chroma_minus8 elements are not present for some profiles. For instance, cabac_init_idc which is specified if PPS element entropy_coding_mode_flag is passed.
