[PATCH 1/2] soc-camera: add support for VIDIOC_S_PARM and VIDIOC_G_PARM ioctls

Just pass VIDIOC_S_PARM and VIDIOC_G_PARM down to host drivers. So far no 
special handling in soc-camera core.
