It's not the same: DEC_CMD_START/STOP starts and stops a decoder state
machine, which is not the case for a stateless decoder. There certainly
isn't a START (makes no sense), so creating a STOP but not a START is
just plain weird.

Also, STOP implies that you are stopping hardware, but that's not the
case either. You just flush the last frame, that's all you do.

So I decided to make a new command instead of trying to hammer a round
peg in a square hole...
