[PATCH v2 2/7] media: uniphier: add DMA common file of HSC

Add DMA code of HSC (High speed Stream Controller) driver for
Socionext UniPhier SoCs. The HSC enables to input and output
MPEG2-TS stream from/to outer world of SoC.
