On some hardware, the LNBf power supply and control is at the demod; on others, it is supported by a separate chipset. See, for example, isl642.c for an example of such external hardware. I don't know much about ISDB-S, but, as far as what was implemented on v4l-utils dvb-sat.c for Japan 110BS/CS LNBf, the LNBf voltage is not used to switch the polarity.
