[PATCH v2 7/7] media: via-camera: allow build on non-x86 archs with COMPILE_TEST

This driver depends on FB_VIA for lots of things. Provide stubs
for the functions it needs, in order to allow building it with
COMPILE_TEST outside x86 architecture.
